India offers foreign cloud providers zero taxes until 2047 – but only if their data runs through Indian data centers

India is preparing to roll out a major new tax incentive aimed at attracting global AI cloud investment. The government has confirmed that revenues earned from cloud services sold overseas will be exempt from tax until 2047, provided the workloads are run from data centers located in India.

The policy was announced by Finance Minister Nirmala Sitharaman, who framed data centers as a strategic national industry rather than merely back-end infrastructure. The move is designed to stimulate economic growth by encouraging foreign cloud providers to establish operations in India, creating jobs and helping position the country as a global hub for data centers and AI infrastructure.

A push to draw foreign cloud providers

The new incentive builds on an existing trend, with major tech companies already committing billions of dollars to expanding their data center presence in India. Google has pledged $15 billion by 2030, Microsoft has committed $17.5 billion by 2029, and Amazon has said it will invest $35 billion by 2030, all focused on strengthening AI and cloud infrastructure in the country.

Crucially, the tax exemption applies specifically to revenues generated from overseas customers. Any domestic cloud sales must be handled through locally incorporated resellers, which will continue to be taxed under standard Indian regulations.

Despite the potential economic upside, critics argue that investment will need to extend beyond data center campuses alone. Concerns remain around India’s uneven power supply, relatively high electricity costs, and water scarcity, as well as the environmental and social impact of energy-hungry data centers on local communities.

The 21-year tax holiday is also symbolically significant. Prime Minister Narendra Modi has set out an ambitious plan for India to become a fully developed nation by 2047, an initiative known as Viksit Bharat (Developed India). By aligning long-term tax incentives with this vision, the government hopes to make India a central pillar of the global AI and cloud computing ecosystem.
